Ho Chi Minh City Develops Rapidly with Foreign Investment

Vietnam’s southern financial hub, Ho Chi Minh City, has seen rapid and dynamic changes as the country has transformed itself from one of the poorest countries into a lower-income market. Thanks to the government’s efforts to lift red tape, foreign investment is on the rise over the years, opening up business opportunities with new buildings now dominating the skyline and big brand shops and restaurants lining the streets. The real estate services firm Jones Lang Lasalle has even ranked Ho Chi Minh City the second fastest developing city in the world. The combination of low costs, and a young, educated workforce, is creating a recipe for economic success. "There is a big change from several years ago. Most of the business activity [don’t] need the investment licenses anymore. So the foreigners who come here, they can open restaurants, they can [start] service companies, they can open shops. Before it wasn’t easy like that, but now they’re considered the same like local companies," said Thu Tran, a senior lawyer from Global Business Service. Over the last decade, Vietnam’s GDP has grown at a healthy pace, averaging between five and six percent. But with rapid development also comes challenges. Some say now is the time to put the brakes on investment coming through the city. According to Regina Lim from Advisory and Research of Capital Markets sometimes markets can get “overly exuberant” as it did in 2007 and 2008, when the market was unable to digest the inflow of investments. She also suggests that the government manage the influx of capital and the country’s pace of growth. 한국 제조업 투자대상, 중국서 베트남으로 옮겨가 A report released by the Korea Economic Research Institute shows a shift of focus of Korean companies' overseas investment, with more and more firms investing in Vietnam. Our Kim Hyesung has the details. Overseas direct investment by Korean manufacturers is moving from China to Vietnam due to corporate tax benefits and deregulation policies. According to the Korea Economic Research Institute, China accounted for about 28 percent of Korean manufacturing companies' overseas investment in 2017, down 17 percent from the 2000s. In contrast, overseas investment into Vietnam increased by 12 percent over the same period, accounting for near 18 percent of Korean manufacturing firms' total investment last year. Many small and mid-sized manufacturers in particular have moved their investment to Vietnam. Their investment in Vietnam surpassed their investment in China for the first time in 2014, and last year reached 720 million U.S. dollars, or 1-point-seven times the amount of investment in China. Large manufacturers' investment in China has been declining, but is still about two-point-five times higher that invested into Vietnam. The report attributed the shift in investment to changes in the business environment and government policies. Since 2008, China has raised foreign companies' corporate tax rates, getting rid of its lowest 15 percent rate, and instead setting a blanket rate of 25 percent, with the exception of some high tech industries. It has also restricted investment in sectors like low-value added goods that cause pollution. Vietnam, on the other hand, has exempted foreign-invested high-tech companies from corporate taxes for four years, and eased regulations on foreign investors' acquisition of real estate. In addition, China's labor costs have continued to increase, making Vietnam's minimum wage about half that of China's. Kim Hyesung, Arirang News. Thousands of foreign investors fled Vietnam. They feared there would be more riots. But foreign investment has now returned to levels that existed before the protests. The flow of money returned for three main reasons. The government has promised to protect foreign investors. Also, the economy continues to grow. Finally, the cost of manufacturing remains low. Clothing, furniture and electronics factories have begun operating again in Vietnam. Twenty people died in the protests and hundreds were injured. The protestors were angry about China’s placement of an oil industry structure in waters that Vietnam claims as its territory. Long-term tensions between the two countries worsened. China and Vietnam fought a border war in 1979. Foreign investment is 17 percent of Vietnam’s economy and 66 percent of its exports. It provides half of Vietnam’s tax income. Ralf Matthaes is the owner of a market advising company in Ho Chi Minh City. He says foreign investment has returned because of the government’s strong actions. Foreign investors from Japan, Singapore, South Korea and Taiwan have entered Vietnam since the government ended investment restrictions in 1987. Their projects have helped support Vietnam’s $155 billion economy and have lowered poverty by adding jobs. In July, China moved the oil platform following talks with Vietnam. Before the riots, China was the seventh-largest investor in Vietnam. Last year, it invested $2.3 billion into the country.
The Potential in Vietnamese Dong Investment

Over 20 years, Vietnam has transformed remarkably. Despite being the dumping ground for dollar inflation and consistent devaluation of its own currency, the country has developed into an attractive investment opportunity because of its revolutionary economic reforms. By using the Confucian style tactic of economic warfare, Vietnam turned the economic policies deployed against it into the greater opportunities of economic development. Let’s have a look at how the devaluation of dong occurred and the potentials of its revaluation in coming years. Devaluation of the Dong After the American war of aggression, Vietnam faced trade embargo from the United States, which prevented the country from a reconstruction boom after the hostilities ended. What made it worse was when the U.S. put a ban on imports to Vietnam through economic sanctions which created a shortage of foreign capital required for reconstruction process, thus causing further economic deterioration. Moreover, the sanctions reduced the employment rate due to reduced industrial capacity. Additionally, a similar ban on exports limited Vietnam’s access to foreign capital markets, which could raise funds for industrial and macroeconomic infrastructure otherwise. Since exports to communist countries were considered a violation of the U.S. strategic interests, the embargo also blocked financial assistance from the World Bank and International Monetary Fund (IMF). During this period, Vietnam started to export its cheap labor and natural resources to a handful of countries that stood against the U.S. embargo. Due to the low exchange rate, some countries couldn’t resist the lure of business opportunities in Vietnam and began investing its imports and exports. Just then, the United States used its power and influence within IMF to devalue dong even further while lifting the sanctions. The intent of this move was to keep the value of dong low, encouraging the use of the U.S. dollar rather than Vietnamese dong in the local market. Revaluation of Dong The dong has been pegged to the U.S. dollar for nearly 4 decades to facilitate the dumping of dollar inflation. Due to this reason, the dollar has been predominantly used by Vietnamese financial institutions, which prevented the dong from gaining its original value. However, this is going to change soon as the Vietnamese Business Forum has been exploring ways to stabilize the Vietnamese dong. The Macroeconomic Policy Working Group (MAG) has recently put forward suggestions to introduce a new foreign exchange policy which allows the revaluation of the dong in correlation with multiple foreign currencies. The foreign exchange reforms will not only stabilize the exchange rate, but will also bring a dramatic adjustment to the foreign currency markets. Besides, the World Bank is openly supporting the Vietnam’s policy group which further reinforces the revaluation of the Vietnamese dong.
