The rand was knocked today after the ruling African National Congress proposed that the South African Reserve Bank should be wholly state-owned rather than an institution with private shareholders. The recommendation was approved in a plenary session at the party's policy conference but still needs to be ratified at the party's national electoral conference in December. The move comes just two weeks after South Africa's Public Protector attempted to instigate a change in the bank mandate. Busisiwe Mkhwebane instructed Parliament to amend the constitution to make the Reserve Bank focus on "socioeconomic well-being of the citizens" rather than inflation. On June 15 the Reserve Bank of Zimbabwe took the last step in the process of ditching its currency. Zimbabwe dollars will be decommissioned at a rate of 35 quadrillion per US dollar. Any remaining Zimbabwe dollars in circulation after September 30 2015 will be officially, as opposed to practically, worthless. Withdrawing all Zimbabwe dollar banknotes from circulation officially brings an end to the era of people carrying cash around in large bags and even wheelbarrows to do their everyday shopping. In 2009, the end of the decade long recession saw the government adopt the US dollar as its main currency. South Africa's currency, the rand, has touched record levels, it fell to its lowest levels against the dollar in more than seven years. Consumers have been told they have to limit spending, as the prices of basic foods and household products - especially imported items - will increase. Economists warn things will get harder, especially for the poor. Some also blame President Jacob Zuma's decision to fire the finance minister last year, which made the markets nervous. They point out that the currency's slide - as well as increasing the cost of basic imports - reflects faltering confidence in how the economy is being managed. "Here in South Africa we are suffering. We are really suffering. I don't know where this is coming from. People on the top are playing with peoples' [lives], we don't know what's going on," Zandile Sambo, a resident told Al Jazeera. The rand continues to strengthen

After months of underperformance on global currency markets, the rand continues to strengthen on the back of a strong dollar and hope of a new political administration in South Africa. It is the best performing emerging market currency on the Emerging Market Index at the moment, at around R11.93 cents the US dollar. The rise in the Rand began in December after the ANC conference.
